This jail was full of members of the Covert Ops. They all guarded the most dangerous Shinigami that could pose a threat to SS. Each cell was heavily guarded and had a seal on each one so the prisoners could not escape unless they were very good with kido.
There was an armory in the far back of the Jail where everyone's Zanpakuto were held when they got confiscaded. This was the most guarded area of the whole place, so no one was able to get through without the oppropriate rank. Only Cpt. Synyster Kenshou and Vice-Captain Sarishi Ferrinu were allowed in there.
